An amazing story in ProPublica. Judges don't particularly like prisoner petitions because most of them aren't very good in so many ways. But judges on a state appellate court devised a method of rejecting without reading. Unpunished corruption among the judiciary. So much for the rule of law. Or maybe it means "those who make rulings make the laws."
